Because you haven't paid as much into Social Security as older people. It's not just free money - it's money YOU have already earned. They just take it out of your paycheck in small increments.

They generally don't get penalized because of age. Usually if it is less it is because 1) they were earning less and thus paid less into their social security "account" or 2) they are drawing SSI as opposed to SSD, which pays less and isn't dependent upon what has been paid in.
