She's definitely in violation of the truancy laws, and that can rise to abuse in some situations. Tell a counselor at school, and let them handle it. That's thier job.

Whether or not it's illegal all depends on the location. If it's in Canada (and most likely it's the same in the US) during the present time (not 75 years ago), then it's definitely illegal.
A parent has the right to have their children educated in a manner that suits them best, but they cannot keep their child from an education.
If they chose to keep their child out of school they must prove or show that they are giving their children an alternate education. There is normally a mandatory attendance until graduation or until the child reaches the age of 16.
It seems that your friend is falling between the cracks though as she is technically attending school, but skipping the entire morning.
Your friend always has a choice, but there are also consequences to any choice she makes. She has chosen to follow her mother's instructions and look after her sisters. There is no information on how old her sisters are, but I would assume that they are too young to be in school themselves, otherwise the mother would probably enroll them all in school.
There are many forms of abuse and your friend is being abused where she thinks so or not. The mother might not be hitting her or yelling at her. She might be a caring and loving mother in an impossible situation, but the fact is that by keeping her daughter from school and neglecting her education, the mother is abusing her daughter.
You're friend is being rude because she is probably embarrassed about the whole situation. She can't just leave her sisters alone at home without any supervision, but if she continues to skip school she will fail. She is far too young to have to deal with this sort of problem and needs help.
If this situation continues, that mother is in danger of losing her children. As there is no mention of the father, I would assume that the mother is a single parent. In this case, there are agencies that can aid the mother, but this is a complex problem that can't be solved easily. I believe that help from an adult is necessary.

Well, Well maybe the parents can not afford a babysitter .This Is terrible also..
When we can eradicate poverty and people can have access to child care when needed in spite of lack of money. A lot of children will be able to just be children instead of little mommies, daddies, cooks , cleaners, workers for bread for their families etc.
She really wants to learn but she loves her family. You trying to get information is making her feel insecure. She is very aware that people report these things really to do good, but the system only hurt these children more.
Instead of helping the mother get access to adequate child care they might take the children away due to the girl staying home etc
When we see these things we must not rush to think only about getting the parent/s in trouble, because sometimes all they need is some HELP!

i don't think she is being abused but i defintly think that is illegal, has anybody ever called her mom about how much skool she missies in the morning??? i am defintly sure this is illegal or close to it, u should sit her down with some close friends and talk about it, you know heart to heart, see if you can help, if she does say she is being hit or mistreated you should defintly tell a teacher or a responsible parent

I would report this to the proper authorities immediately if I were you. This is neglect and yes abuse may also be involved. truancy is an issue as well. this "mother" needs to be stopped!!

I don't know if I would consider it abuse... But something definately needs to be done about it. Especially if she's only in 8th grade and is failing!

It is illegal to not attend school when you can.
It is likely that her mother is forcing her, but her two sisters should also be going to school unless they are too young.
They should hire a babysitter if necessary

Tell your school conselor or a teacher. They can talk to the girl and her mother. Do not confront her yourself, she'll just get defensive.
