Cotton batting might work for a cobweb effect, or use strands of yarn to make a fake spider web.

I don't know how easy it is to find, but I'll tell you about the spider web decoration I have. One ambitious spider kept building the most gorgeous webs in my garden. I kept watch to find her web empty, lightly ( and I stress lightly) sprayed one side of her web with white paint. I immediately brought a piece of black foam core board, GENTLY pressing against the painted side of the web, breaking it away from it's supporting strands. I now have the most beautiful, perfect, authentic spider web 'print'. If you are lucky enough, and patient enough to do what I did, you will be greatly rewarded.
If you want a large fake one, you can look at real one and try to duplicate it out of yarn, knotting at the numerous intersections.
