1. The United Nations Charter, on the UN web site, would have paragraphs on the subject.
2. The International Court of Justice, in the Hague, on their web site would have a considerable amount of material on the subject.
3. The International War Crimes Tribunal, also based in the Hague.
4. Your local university law library should/would have material on the subject including a copy of the UN charter.

The above 4 should help with "unilateral actions" while you can try the following about other war crimes/crimes against humanity.

5. Historical material on the Nuremberg Trials, the War Crimes Tribunals against the Japanese, plus the recent trials relating to the Balkans and Africa including the trial in Belgium (??) against several Catholic nuns and their complicity in mass murder.
6. The US law on U.S. citizens and War Crimes where it says that no US citizen may be tried outside of the US on any war crimes by any international body.
