Neons, black neons, penguin tetras, rummy nose, white clouds, cory catfish, many killifish, standard mollies, sparkling gouramis, crocking gouramis, guppies, Endlers live bearers, some apistogrammas and that's just to name a few that are under 3" and suitable for a 10 gallon or a 5 in many cases.
