there really isn't any exact answer - for most people, it would be one of the first ones that they felt they did really good at, and had a lot of fun with.
as for myself, due to the circumstances going on in my life at the time (i was living with my cousin, and pretty much raised seven children for a month, while my cousin and three of her friends went to bars at night, and had hangovers during the days) FFII on snes (as we all know, FFIV is the actual name) was my only release from that hell that i was living through
as such, for ME, FFIV is the best of the series. most other people my age were already into rpgs at the time, but i had only played the first FF, and the third dragon warrior game (a far superior game to most RPGs out there today) - but since most of my contemporaries were well into rpgs, FFVI was the newest game at the time, during a time which we were becoming adults, but more importantly, our powers of reasoning and deduction were becoming quite developed. FFVI was made for us. too bad it missed me.
as for FFVII, a game i truly feel is the beginning of the downfall for square, there is a reason for that obscene popularity as well. playstation was a popular console. a decent amount of games, and amazing graphics, but most importantly, great control. and then BAM we were bombarded with FFVII ads, and it looked like nothing we'd ever seen before. who cares that it ripped off much of FFVI, it looked so much better.
as such, a new generation came to play the game, not even caring that it was the first step in degrading my beloved genre of video games - it was their first game that they played to death, and so, many of these children (now around 22 and younger) came to not only love this game, but there's something else that makes a game even greater...
the actual memories of the game are usually much better than the actual playthrough. games will never be as good [again] as they were the first time you remember playing through them.. learning them... and mastering them

Personally, I liked Final Fantasy 7 the best. It is definitely on the top 2 list of my all time favorite games, not just Final Fantasy's, but of ALL games. It is truly a work of perfection. It was the first Final Fantasy to break serious graphic barriers and long immersive stories. I just wish there will be a way for me to play it in the future soon, cause I would really love to play it again, and I dont have a Playstation, nor will I get one.

Personally, I think 2 (4) or 3 (6?) are the best. 2 was just such a classic story, really loved it a lot. I liked the love theme for 8, but the game didn't do it for me over all. I also really enjoyed 7, the part where Aeris got killed pissed me off so much! It was really late and I had school the next day, but I was so mad I played for 3 hours after that because I really wanted to kill ******* Sephiroth......... Never played X2 or 12... don't have time/resources any longer... stupid growing up...
Really, they're all great.

Ummmmm, this really isn't even a question based on opinion. Square Enix has made a Movie and another video game based on FF7, there is even a remake of FF7 in the works. It is the best selling of the FF's and is by far the most popular.

Definately Final Fantasy VI (a.k.a. III in the US). Final Fantasy VII doesn't even hold a candle to VI.
