True water dogs (or mud puppies, where I'm from) may require a license or permit to keep depending on where you live, if they're native to that area, and your state's wildlife laws. In my state, they would require a fishing license to keep legally, depending on the number (if more than 2, I would have to get a permit). If they are on a threatened or endangered species list in your state, you might not be able to keep them at all.

There's a similar salamander from Mexico that you can get called an axolotl, although I've seen them referred to in the forums here as "Mexican walking fish" (they aren't fish, they're salamanders!). These are actually a little smaller than water dogs. I've kept and bred them and they're a great pet, but need to have the water temperature on the cool side (~65o or lower) with little aeration, or else they'll lose their external gills. Here a link with some information on them: http://www.axolotl.org/ If you think you'd be interested, ask about getting them in at a local pet shop. Most managers will do a special order for a customer on animals if they don't normally carry them.

a water dog is a type of large aquatic salamander native to North America. I would suggest go ask at your local fish store because they would probably know (the legality of keeping them may differ between states)

No, water dogs, as well as many other salamanders are native to america and have no reason to be illegal. But do some research though, and make sure that there aren't any endangered species that aren't supposed to be kept as pets.
