not yourmama's knittng - sweet and seamless?

Question

I started this sweater a week ago and I am at a point in the pattern where I think I messed up. Under the neck shaping part, the first row says

"Sl the first marker, k19, and place the next 21 sts on a stitch holder"

When I get to the part that says place the next 21 sts on a stitch holder, it is in the middle on one of the sleeves. Should it be in the body stitches or and i suppose to take those stitches off of the sleeve?

Is this sweater knit all in one piece? If so, sometimes after you get to a certain point the sleeve stitches are placed on holders then picked up and knit later.
