I am going to set up either a 20 or 30 gallon saltwater tank and I have a few questions. Do I need a protein skimmer or can I get by without one? I will just have fish to start with, but later I would like to add some live rock.
Also, will a power filter work or would it suck up the sand?

Any tips would be appreciated, Thanks.

I would definitely recommend using a protein skimmer. They aren't an absolute necessity for fish, but if you're planning to keep any of the inverts that come with your live rock (or purchasing any corals, anemones, shrimp, snails, etc. in the future) they'd benefit from having one. You wouldn't believe the amount of organic material one can pull out of the water that would otherwise just be nitrates in your tank.

A power filter should only suck up substrate if the intake is too close to the bottom. Your "sand" should actually be crushed or very small shell material so the carbonates will help keep your pH elevated. Actual sand is a non-reactive silicate that won't keep the pH stable, but will feed a diatom bloom in your tank (looks like a brown "crust" that grows on the glass and rocks).

Protein skimmers are used due to the extra price associated with frequent salt water changes. Unlike freshwater that is extremely cheap to replace you will find yourself spending more than you thought on salt as it is pretty pricey. In the long run, the protein skimmer will save you money as well as improve tank quality due to the need for less water changes. In the short run though it is fine. As for a power filter I don't anticipate any problem!

If you want to have a healthy tank, then a protein skimmer is recommended. I would suggest an external canister filter for a filter.
