During the early years of the war, the union lacked competent generals.

Their strength was their superiority in men and material. Their losses could be made up with reinforcements, while the south could not make good their losses.

The union lost many opportunities to win the war in 61-62 by not using their weight in numbers and conquering Richmond and the Army of Northern Virginia.

I assume you are referring to the war of Northern Aggression.
It was not a civil war because the South set up their own government and could be referred to as the war between the states.

Overly cautious generals was the weakness at the start.
Their replaceable manpower and superior industry put the odds heavily in their favor.
You will want to do your own study of opportunities and threats especially in the context or war in general.

The majority of the war was fought on Confederate soil. The Union didn't know the lay of the land.
