During the cold war, they were under the dead hand of the Soviet Union. Stalin had deported many ethnic Baltic peoples elsewhere. He moved many Russians in. After the cold war, the Baltic states joined the European Union. Russian-speaking people in these countries are angry, because they thought they had it made. Now they are forced to learn the languages of their "adopted" countries in order to keep full full citizen rights.

The Soviet Union imposed communist governments on these states after driving the Germans out of them in 1944/5. With strongly-nationalistic populations and a heritage going back centuries, Russian domination was resented.

Large Russian minority populations settled, while many locals escaped overseas.

Lithuanian attempts to secure independence resulted in Russian, ex-Soviet military units moving in to protect Russians- but sense prevailed and they withdrew without shooting. Today, the erosion of the rights of Russian settlers continues.

they're all former Soviet Socialist Republics. IE, they were pressured to hitch the U.S. till the U.S. devolved and the constituent republics regained independence of Russia.
