If you mean, was the feudal system new to England in 1066, then the answer is yes. William imported into England the system of landholding and military obligation which had existed in Normandy ever since the Normans conquered the area in around 900 AD. The system was simple. The king owned all the land in the country. He gave out land to his supporters on condition that they swore loyalty to him and gave him military support when required. Simple, but effective.

No. If you look and read the information provided at the first two links describing the Anglo Saxon hierarchial system and that which applied in the Danelaw one will see that the pyramid structure of government, law dispensation, taxation, land tenure and military service, were extremely similar to the Feudal system described in outline at the third link.
The principal difference in the two was the degree of organisation and authority, the Danelaw and Anglo Saxon lands being far more fragmented in their organisation due to the lack of authority wielded by the accepted king, as opposed to the power and authority wielded by the Norman Kings. The Domesday book was a very powerfull tool in the administration of government when it came to taxation etc. and would have been totally beyond the means of a Saxon King to put it together due to his lack of authority.

Feudalism was not entirely new. It actually grew out of the remnants of the Roman villa-system; a landowner with a large estate controlled a number of serf-like laborers.
