On the route to Snowpoint city, head to the west side and you'll see a house, look directly behind it and you'll see something peeking out of the snow. Get it, its HM Rock Climb.

it is in the route to snowpoint city,in the strong blizzard(just try to stick to the left),right behind the hiker's house should be a pokeball which contains rock climb,also if you talk to the hiker after that he will give you the HM and the icicle plate.To use it outside battle you must beat Candance,the 7th gym leader,in Snowpoint city,(i would recommend fire type for her abomasnow,leaf for her quaggsire)
