When you have an accepted offer on a house, and the offer agreement is signed by both parties ,isnt it true that the seller can no longer take offers for it only back up offers until the house goes to contract?

That is absolutely correct.

In the US, yes that's true.

In the UK, there is no binding agreement until exchange of contracts so a superior offer can be presented at any time and will usually result in your being "gazumped."
