They aren't at first. The body cools slowly, depending on a number of factors, such as the air temperature. Their muscles are still flexible for a period of time too, contrary to popular opinion.

Because when a person dies their heart stops pumping and the blood stops flowing. Then after a certain amount of time the brain stops functioning as well.
