pokemon diamond some1 help plzz?

every time I try 2 go 2 sunshore theres this guy who wont let me go there i have 7 badges and i have the baby lucario egg what do now

You need to do the lake missions, defeat team Galaxy (Mt. Coronet) and then the power will be restored to sunystone once you finish the battle with Dalgia.
