Ultimately, the best way to deal with sizing is to try stuff on. If you feel too shy to do this in the store then make certain of the store's return policy and try it on at home, returning those things that don't fit.
The sizing of women's clothing is extremely variable. Factors such as the brand and even the style of a given piece of clothing ensure that just because a piece of clothing in a given size fits great, that you cannot be sure that another piece of clothing marked as the same size will fit.
As far as places to shop go, you'll find on the web a lot of stores trying to sell supposedly "special" clothing to TG customers. I'd suggest you don't bother with these, it's a rip off, shop at a normal store.
You might find that you have trouble finding certain types of clothing that fit will. Generally this will stem from you shoulder width being wider than a typical woman of your size, and similarly from your hips being narrower. Dresses can present particular difficulty in this regard. Shoes can be another issue as male feet tend to be larger than female feet and the variety of styles available tends to drop sharply in the larger sizes. Another issue you may find that you have with shoes is width.

First, what is your comfort level? Reason that I ask this, is if you are very comfortable with people knowing that you are a Crossdresser, then you can go to any woman's store and shop for things. Some stores will even help you with sizing. After all a dollar is a dollar no matter who spends it.
If you are not too comfortable, then maybe the large chain stores would be best. Places like K-Mart, Wal-Mart, Target are always filled and you would blend in the crowd as you buy things for your GF.
If you are not comfortable then mail order is the way to go. But it make it hard to try things on before you buy. But it does give you privacy.
As far as sizing, places like Lane Bryant have size charts that are easy to follow. My site has a section just for this, as well as other sights that are devoted to Crossdressing.

If you're a crossdresser then you probably have some clothes that fit already, doncha?
Check women's shops or JC Penney on-line. You'll find sizes that are more "true" than in a regular shop. They don't want to you buy three different sizes to see if you're a 6 or 8 or 10 in this style and then return two, so they'll have size charts and you can usually trust these. When you go in the store, they sort of expect you to try things on so sizes are more flexible.
If you're comfortable with it, you can get a bra fitting at many department stores or Victoria Secrets or similar stores.
Try Payless for shoes. They generally sort their shoes by size so you can scan for your size and grab what you want. You can try them on there to make sure they fit. I know women's and men's shoes are different (when my son and I both wore a seven his shoes were bigger than mine, probably a size or maybe two).

Ther are many places on the internet that can show you sizing of womens clothing. Most will let you buy an item , and if it dows not fit return it to them. Fashion bug, JCPenney, Jessica London, Chadwicks are all available on the internet. Or go into a ladies clothing store early in the morning when they are not busy and talk to a saleslady about what you are looking for. Most will help you a lot. If not, they must make a lot of money off of others and do not need your business.

I'm a girl, but I've known cross-dressers. It really depends on if you plan to shock people and shoot for the nines while going out to buy milk, or if it's just a simple passion of yours. I honestly wouldn't suggest wearing ball dresses or cocktail dresses in public; maybe on special occasions. I've found cross-dressing works best with very appearance conscious men. I mean, eyebrow plucking, zit-zapping, effeminately inclined men. Cross dressing just will not agree with you if you've got bushy eyebrows, or that ugly haven't-shaved-in-forever look. Junior high and High-school is a scary time for these types of people; there never seems to be a right occasion to wear it and when there is you don't even feel very sure of yourself. Wear what makes you happy, and do try not to look like a cheap transvestite. This lifestyle is for fragile, porcelain dolls. Not trannies; unless you want to be a trannie. I do not suggest dresses except for in glam shots. Good luck on your endeavours!!

just relax I have been doing that at some level for well my whole life.
Malls are great and if you go on a weekday when its slow and sallow your pride ask in a very polire manner if you can try something you like on. you will be supriesd if you contact me I can help you build a reading list and some web sites that will help just to much to list here.

Get a JC Penny catalog. There is a size chart. Then order anything you want and have it delivered to your home. No muss, no fuss, no embarrassment.
