I have been to skype.com and some of the major places and I cannot find where it is FREE to call a cell phone number in the US from your PC. I am somewhat limited as well because I have a Mac OS X Version 10.4.9. But due to certain circumstances I really need to find out where I can get this!! Help!

Nowhere! Your best bet is to get Skype and buy credit sort of on a Pay As You Go system, www.skype.com is the website.
As far as I know there is no free PC to Landline/Mobile(cell) or everyone would be using it!
With skype you can call 0800 numbers for free and call other users but have to buy credit to be able to call landlines/mobiles!

Cell network cost money to run, I doubt it if you will find one no matter how hard you try
