she needs to go to the doctor right away
she has a hormone problem.
They had something like this on House a few weeks ago and it was because the dad had been using "enhancement cream" on himself, but the testosterone was affecting both of his kids (the exposure to it).

It could also be an obesity problem (you didn't mentiont the girl's weight, so if it's not, you may ignore me). There have been studies concerning this. See the link below.
Whatever it is, take her to a pediatrician. It may be nothing at all.

Does the mother or father use steroids? This may be whats wrong IF they use steroids. But if not get this child to a doctor immediately so they can find out whats wrong.

That is really really strange. They should absolutely have her checked out you never know what kind of problems that could lead to in the future.

It sounds like she may have a hormonal inbalance that should be checked out.

nothing is wrong with her. she just started this early. probably an excess of hormones.
