A fuse blows when its ampage is reached to stop the circuit from being damaged. Having a 13 amp fuse in place of a 3 amp one will allow a much greater current to flow into the liquidiser. While it probably wont do any damage, if you left it on that increased current could cause the circuit to either break or catch alight which could start a fire.

A 2 or a 3 amp is fine. 13 is too large. The box only draws about half to one amp, depending on the model.

A piece of electronic equipment is more likely to need a 3 amp. Try it, and if it burns out, you can go larger. If you put too large a fuse in, your equipment is not protected.

Check your owners manual. If you can't find it, then see how it handles a 3 amp.

To plug into a wall socket?????? Even 3 amps sounds a lot for such a device. 1.3 amps may be more in line.....
