Is it okay to let my betta eat a bloodworm off of my finger?

Sure, not a problem. Best if you wash your hands before and after though.

Yes, the reason he flared his gills is because he saw your finger which is a lot bigger than he is. The reason that they flare up is because they want themselves to look bigger than they actually are so potential predators will be scared off.

Yes, I let my fishies eat food off my finger all the time. It helps us to bond and I feel like they are kissing my finger. As long as you haven't just washed your hands or cleaned (they can die from soap or cleaning products) then your finger shouldn't hurt their water.
