Go to walmart ang buy a foot scrubber. It is wooden and both sides have dark green sandpaper. This costs about $1. Soak your tootsie is warm water for about 5 mins. Dry with a towel and start sanding away. Repeat until soft and pretty. Lotion up when done. The best lotion I've found is silicone glove by avon. Paint your toenails with a hot color to make them pop!

At the very least use a foot paddle on the bottoms of your feet at the end of a shower (concentrate on the heels) and moisturize them.
Kerasal ointment is the best moisturizer for smoothing feet. http://www.kerasal.com/

Go get a pedicure or give yourself one! Soak your feet in warm water, apply some foot scrub, use a foot brush to scrup them, then paint your nails! And don't forget to add lotion!
