Mumbai (Marathi: मुंबई Mumbaī, IPA: /'mumbəi/ (help·info)), formerly known as Bombay, is the capital of the state of Maharashtra, the most populous city of India, and by some measures the most populous city in the world with an estimated population of about 13 million (as of 2006).[1] Mumbai is located on Salsette Island, off the west coast of Maharashtra. Along with its neighbouring suburbs, it forms the world's sixth most populous metropolitan area with a population of about 25 million. The metro population ranking is projected to rise to 4th in the world by 2015 due to an annual growth rate of 2.2%.[2] The city has a deep natural harbour and the port handles over half of India's passenger traffic and a significant amount of cargo.[3]

Mumbai has attracted migrants from all over India because of the immense business opportunities, and the relatively high standard of living, making the city a potpourri of various communities and cultures. The city is home to India's Hindi film and television industry, known as Bollywood. Mumbai is also one of the rare cities to accommodate a national park, the Sanjay Gandhi National Park, within its city limits

Karachi (Urdu: كراچى, Sindhi: ڪراچي) is the capital of the province of Sindh, and the most populated city in Pakistan. Located on the coast of the Arabian Sea, north-west of the Indus River Delta. The city is the financial and commercial centre as well as the largest port of the country. The metropolitan area along with its suburbs comprises the world's fourth most populated city, spread over 3,530 square kilometers. The city credits its growth to the mixed populations of economic and political migrants and refugees from different national, provincial, linguistic and religious origins who have largely come to settle here permanently. It is locally termed as the City of Lights (روشنیوں کا شہر) for its liveliness and the City of The Quaid (شہرِ قائد), for not only being both the birth and death place of Muhammad Ali Jinnah the founder of Pakistan but also his home after 1947.

Residents and those born in the city are called "Karachiites".

I think that Shanghai is still holding in there. This is a "misleading" question, in that some populations attributed to cities are really outside "city limits", and bias could creep in by just accepting numbers. Moreover, the "largest" city by area could be a real surprise, like Jacksonville, FL.

washington DC...some people consider it a state...but since it's as big as a state- its the largest city in the world
