Here is one scenario.
Hypothetically, the judge justify a loss of 67 million due to a lost investment that determined his ability to show up on time with the right pair of pants.
This missed appointment or lateness could have caused a chain of events to be presented as evidence to the court that he lost 67million.
He is a judge, so he must have a plethora of top attorneys willing to kiss his @ss for further recommendation.

Because he can. He is a judge and is abusing the system in hopes of ruining a small business. This is an absolute sham that he is trying to make into something it's not. He should be disbarred.
