The status and Title of a King is above that of a queen.
If the reigning Queen marries, her husband can not have a title and status higher than hers and so he becomes a Duke of the realm.
Prince Philip is a Prince in his own right and therefore can hold his title of Prince because it is not higher than Queen.

He's not exactly 'foreign', he's the great-great grandson of Queen Victoria so he was already part of the family anyway. He's the 468th person in line for the throne because of that. He does have royal blood. He and the Queen are 3rd cousins as well as 2nd cousins, once removed.
The husband of a female monarch does NOT take the title of 'King' although the wife of a King takes the title of 'Queen'.

If a Queen gets married her husband is only permitted to become a prince. A King can only be born, it is supposed to be the most powerful position and one cannot marry into it. A woman however, can marry a King and become Queen.
