If you have a legit copy of Windows XP then it's easy.

1. Make sure that the CD ROM is the first boot device in the BIOS.
2. Boot to the CD.
3. Follow the installation instructions.

If you are using a different OS like Linux, most are also bootable CDs or DVDs.

If you are using Windows 98, then you will need a bootdisk. Go to http://www.bootdisk.com and download/make a bootable floppy that loads the CD ROM driver so that you can run the install from the CD.
