Intelligence is a category which man has defined, so yes, we are perfectly qualified to determine who has it or doesn't. But you have to realize that this in no way constitutes an absolute valuation of the other species, and that the turkey may well have a different point of view.

We can barely tell which men are intelligent. Hence the whole man vs. God debate. If we were intelligent, there would be no debate.

Intelligence is different to every thing but basically means how fast will it learn and manipulate its environment to further its species.
So, yes. Humans are the best to decide this.
God doesn't put any lists out on who's the most intelligent that I know of so we're on our own.

Man is not particularly suited to judge the intelligence of other creatures - there are many animals which have yet to be studied. Besides most creatures are intelligent in their own way - they just don't have the same capacity to reason as we do.
