I always loved this song, hearing in the lyrics nothing but the humorous take on relationship problems, psychics, spells, and potions. Until I've been told that this song was the secret code for drug users in that time... huh? Which words, which terms or phrases in this song would express such relation to drugs???
Kissing the cop could be an indication for a "drugged" guy, but on the other hand I just think it means that the magic potion works and he feels just LOVE for everything, which includes of course cops...:-)

Love Potion #9 is was originally done by the Clovers but I think we are most familiar the Searchers
I wouldn't say drug use, but you might be able to make a case about the love potion just being alcohol. Alcohol does make some people feel very affectionate to everyone. "beer googles"
On the other hand though, you can find a lot of random symbolism in songs if you really try.

First of all, the Beatles didn't perform or write Love Potion #9. "Love Potion No. 9" is a song written in 1959 by Jerry Leiber and Mike Stoller. It was originally performed by The Clovers. I doubt it was a hidden meaning for drug use, especially in the 50's.

It's not a Beatles song, but it is from an era where most musicians were using some form of crazy mind-bending drugs. But the song isn't so much about drugs as it is about eternal happiness which was a cornerstone of the hippie movement.
The Beatles did do a song called "Revolution #9" but a couple things in your question make it obvious this isn't the song you're talking about. 1) You say "I always loved this song". Nobody, and I mean NOBODY loves "Revolution #9". Even three of the four Beatles despised it. Only John and Yoko cared for it. 2) You refer to lyrics--this song doesn't have anything resembling coherent lyrics except for John's "Number nine...number nine...number nine" chant. But "Revolution #9" is definitely a drug song, in that it was composed in its entirety while John was tripping out on D-Lysurgic Acid, also known as LSD.
