Originally, it was simplest to draw the nude figure, and then pencil in minor details of costuming. This gave a Circus Strongman or Acrobat appearance.
The look eventually became a convention of the genre.

easy for the cartoonist to draw (pretty much just body shape, maybe boots, belt, cape extra).
For the characters, I would have to agree with those above--easy to move in, and nothing gets caught on things (unless you have that cape).
And it does come & go--one of my favorites wore wide sleeves for several years.
