It's not looking to good for either of them. The puffers contain a toxin (tetrodotoxin) in their skin and some of their internal organs. This is a neurotoxin which initially causes paralysis. Once your frog started digesting the puffer, the neurotoxin would affect the nerve impulses controlling his breathing and heart. Do you know if your puffer was wild caught or born in captivity? This could make a bit of a difference, since the toxin isn't created by the puffer, but by a bacteria found in the foods they eat naturally. If yours has been out of a natural setting for some time, it would (potentially) contain less of the toxin.
It only takes a few milliliters of the toxin to be fatal to a human, although there are reports of people being saved if CPR is started immediately until the toxin is removed from the system. Your frog, because of his smaller size, got a much larger dose. But some animals can eat puffers without any ill effects. I don't know if there's any info on horned frogs, since I doubt they would be close contact in nature.

I don't really know how much poison does our aquarium puffer carries, in theory just a pin head size drop is enough to paralyzed and anything more will probably kill a human. The frog is so much smaller so it probably needs even less.
My guess is once the frog starts digesting the puffer, it will start to get poisoned. If the poison is really potent, I don't think the horned frog has any immunity for it, since puffer ain't exactly their natural food source.
Hopefully your horn frog will survive. I would really like to know too. Good luck.

what were your horned frog and puffer doing together? are you referring to an argentine horned frog? or an african dwarf frog... an african dwarf frog, if it ate your puffer, will die... same with the argentine horned frog, but they aren't to be kept in water, they should be kept in a moss bottomed terrarium and provided a water bowl to play in/drink in/soak in. But a puffer should also never have tank mates... I think you need to do a bit more research before getting your next pet...

is your frog dead or paralyzed because of the puffer?
If the frog is blinking or you see him breathing at all, then its alive..
just look for obvious signs
