My state was involved in one of the tobacco settlement cases and the Attorney General sent it to outside counsel. The AG's office is one place to check. If it went to outside counsel, you can check the websites of your state's leading newspapers and then search the archives for any stories on the settlement terms. To my recollection (and my firm bid on one of this cases), almost all of the state cases were settled and did not go to trial. You could search "tobacco settlement" in the newspaper archives or on the AG's website or just generally on the web.
