Well the software is only as fast as the hardware that its running on.so if your running a software program(such as Windows XP,Microsoft office,Etc..) on a computer that has a 3 GHz CPU (Central processing unit ) the software can only work(i.e.calculate,operate transfer ,Etc..) at 3Ghz speed or less.(depending on when it was made,1995-2005, and what speed it is capable of,etc...)

You are mixing apples with oranges. RAM is faster than virtual memory (using hardware such as a hard drive to store memory because there is no more room in RAM).
Sofware runs the hardware a fast as the hardware is capable of running it. A SCSI-2 hard drive will carry out read/write instructions from the software faster than a garden variety hard drive. Machine instruction is read off the hard disk as fast as that hard drive is built to be.

That depends on what you mean. Software is code that is written to run on hardware. The two cannot exist by themselves.
Now, if you're talking about something like 3D rendering, then hardware enabled rendering is much faster than software rendering.

Hardware without software is an expensive paperweight.
Software without hardware is just a thought in a programmer's brain.

your question is not complete if you want to increase your downloading speed then you should use dap. If you want to increase your pc's speed then you should use speed optimizer.(but these both are software)
