Whoa! This is a very difficult and subjective question. I'll assume that we're talking popular music and not classical, jazz or opera!
I would have to say that it is Steve Wilson from Porcupine Tree. He is an amazing songwriter, instrumentalist (especially guitar). He can crank out some really heavy riffs, intricate fusion-like solos with a distinctive sound and then quickly transition to the most melodic pop passage with great vocals/harmonies.
Check out their track "Blackest Eyes" from "In Absentia" and you'll get a perfect taste of all of these qualities.
