Sure. It's got plenty of similarities -- war, followed by martial law; a dual attempt at reconstruction/winning hearts and minds... Problem is, the US knew exactly who and what it was dealing with in the 1860s, while their analysts completely dropped the ball on how to make the Iraqi invasion and aftermath region-appropriate. Maybe then, this thing would like something better than the mess it is.

No, not really.
There was a peaceful and functioning government of each state and the Confederacy overall prior to the invasion, and after the war, all citizens of Confederate states were disenfranchised, and governments appointed by the Union, and all states were specifically given black governors as a punishment.
There's nothing analogous in Iraq.

we fault ourselves because state's rights were jeapordized.
iraq was taken over and now people there are trying to fight each other- with the invading forces interfering.
england let us handle the civil war alone, they're (and us) not doing that with iraq.
we were also united for the most part. if we took slavery out of the equation our disagreements were small and easy to work out without blood shed.
in iraq their differences are not small and there are too many,and too amny of a serious nature, to be ignored.
we became stronger after the war, iraq will become weaker

Yeah, The North is the Iraqi Goverment with help from US, while Al Qaeda are trying to break away and kill Democracy, with help from Iran.
