Yes. It could whisle.

It could do that loud, fast taxi whisle. Then it could hail a taxi, and get across the road like it has been having trouble with for years.

(Why did the chicken cross the road....)

My parrot doesn't have lips and he can whistle better than I can - and I do have lips! Go figure.
