Have You researched newspapers of the period. What about books dealing with the history of the textile industry? One would imagine that most hydraulic looms would have been built "in house", so to speak, and as such would not have had their cost documented, other than for taxation or repossession sale purposes.
Just a thought, but have You comtacted the Historical Society at Lowell, in New England? It was a textle manufacturing center during the 1800's and They might have records, or at least an idea of the cost of a water loom.
