the reason:
the first implies a question and the 'is' refers not to the quantity but to the 'answer'

The short form:
two plus two is four

expands to:
what is two plus two, The answer is four.

If you honestly believe that the answer is 5, then your teacher needs to be shot. In this case matters of syntax are moot.

im pretty sure that it is supposed to be is.........it just sounds like it fits are just sounds wrong.
