Like the answers above I would recommend leveling it and putting a birdbath bowl on it. I also recommend flowers planted around it... flowers that attract hummingbirds or butterflies. I would also add a hummingbird feeder nearby.

I have never seen a good looking tree stump in a yard.
We have our ground out by a guy who does tree stump grinding. I guess you could put a bird bath on top if it
is level.

Strip the bark, square off the top.
Now get your creative juices flowing and you could paint the tree stump, on top place a large concrete or ceramic sealed pot to create a birdbath. If you wanted to get really nifty you could put a birdbath with a small hole in the base and you could plant air plants across the stump instead of painting and have the drip from the birdbath be the irrigation system..

I like the idea of planting directly in the stump. I purchased a huge round wooden cutting board and screwed it into my stump. Then I had a great place for placing pots. Good luck

We put a flower pot on top of our stump, with some pretty geraniums. My Grandma had to have a tree cut down, we stuck a cool bird feeder on hers.. Theres not much you can do with a stump really...

Simply, you do not dress-up the dead to look like the living.
Flowers around a stump is like flowers around a casket. The flowers die the casket goes and stays in the ground.
It will cost more than a few dollars, depending on the size remaining, however, get rid of the stump! It will cost you now and may cost you more in the future. A diseased and dead plant invites more disease and pest to infest your lawn, shubs, flowers, and home.
Contact a legitimate Landscape Tree Service in your area for pricing. In the place of hiding the stump, grind it out, and plant a garden. Think of the compost you will have to fuel that bed!
Plant around it and count on the cost of the potential cost of having to spray your turf, shrubs, flowers, and home for pests. How much does a yearly contract for Termite protection plus the spray for insects and disease on your property cost versus a one-time removal add up? Hope it helps.

I like the ideas put forward already, and I have one more. Depending on the size of your stump, you could turn it into a gnome house. They sell miniature doors and windows that you can nail or lean up against stumps and fences. Kindof fru-fru, but very fun. And you could still plant the plants around/in it and have them cascade around the door. Kids love it!

you could grind out the inside a bit dump some potting soil into it and plant directly in the stump, as the tree stars to decompose it will give a little nutrition to your plants.something that will trail down the outside. and something tall in the middle to give a focal point
just a thought..

if the tree stump is wide enough you can nail a circular wood panel to create a small table in your yard
