The only cases I am aware of where certification is universally mandatory are those dealing with appliances which contain refrigerant. This is a Federal certification. State certifications will, of course, vary from state to state.

Some states require that you register as a repairman of electronics/computers/appliances.

Do a search for your state's requirement for such.

As stated, some areas require it. Also consider what insurance you need to carry. In my area they need to be licenced and bonded.
