Is it necessary to have government structures to interpret and enforce laws? What would it be like if there were no laws in place?

yes. but there are way too many laws governing our day to day life. It seems that most Americans wouldn't be able to conduct theirself from day to day without all these laws to tell them what they should or shouldn't be doing. But then, I guess we would be considered savages without the laws. That is what they called the Cherokee,Creek,Apache,etc.

Absolutely, so as long as those structures aren't run by incompetent idealogues who would use twist the meaning to fit their agenda.

If there were no laws in place, you'd generally have a "to each his/her own" mentality, although it wouldn't lead to the destruction of the world as many claim it would.

Presumably chaos or the wild west.

Unfortunately I think it is necessary. Given the low intelligence level, lack of morals and the high level of ignorance in the world, we would be in trouble without it.
