I've just been wondering about that. I'm sure the interrelationships of the monarchs in the United Kingdom is incredibly complicated but I always thought that was how it worked.

Because Prince Philip married into the family, he is not the successor to the throne, which is what "king" indicates. The queen is the ruling monarch because she was the successor to the throne.

If the UK chooses to continue the monarchy after Elizabeth's death, it will be King Charles. I don't know what Camila Parker Bowles will be called. Queen? Princess? Consort?

Queen Mary Tudor (daughter of Henry VIII, half sister of Elizabeth) gave her husband Philip II of Spain the title King so the Queen has some prerogative in the choice of title but Queens Ann and Victoria both gave their husbands the title Prince Consort which the present Queen seemed to avoid.

The Queen is the ruling monarch;no one else can hold a higher title than she.King is an equal-to-higher ranking than queen;there is no such title as King Consort (husband of a ruling Queen),so the title "king" implies a ruling monarch.Prince Philip is not the ruling monarch,so he is Prince Consort(husband of the ruling queen).

As said before me, a man can only become king by being part of the royal line, he cannot marry a royal to become king. A women however can marry a royal king/prince and become queen/princess. I am not sure whether she would still be the head of the country if her husband dies before her though, it would probably go onto the next in line.
