Most presidents you come across aren't all bad, they just do stupid thing. Even Nixon was a fairly good president, until he tried to spy his way back into office.
But the worst president I'd have to say, was Herbert Hoover for not doing anything about the Great Depression, followed by George W for not doing anything about 9/11, except attack Iraq, of course. Finally, Woodrow Wilson for allowing "Birth of a Nation" to be allowed into theaters and for being the most racist president to enter the White House.

Although the question is already 2 hours old, I am going to throw this in. While W Bush has committed war crimes that if it were someone else in another country our government would want to send the military in for them, President Lincoln ordered the Union Generals to cut a path across the South burning fields,houses and barns regardless of the occupants. Women and children were murdered in their own homes. All because the Confederate army was beginning to take control of the Civil war. The Confederacy had a much superior economy to the Union and should they have gained the upper hand this would be known as the United Confederate States of America. So to get a surrender from Lee, Lincoln done the unthinkable. Something that Robert Lee would never have even considered. When I was still a child growing up here in the south 150 years later, there were families that still carried the scars from that horrible tactic. That is the main reason souhtern people hated black people so much. They couldn't start another Civl war so they took their anger out on the poor black folks. There are no history books that recount this part of The Great Emancipator.

One of the most scandal ridden administrations was that of the Republican, U.S. Grant. Most that answer this question do not know anything about history so they will spout Clinton or Reagen or Carter. It just shows that they do not know enough to answer the question with intelligence. Millard Fillmore was a joke and Buchanan probably was the reason we had a civil war. It is too bad that those that know so little get to say so much.

on record, it was Jimmy Carter. He did more to ruin the economy and this country than anyone. Richard Nixon is a close second.....

They all wasted billions of dollars on defense and wars meanwhile our economy is suffering.
