a cieling fan is a fan with 3 blades fixed on the ceiling of every room that requires a fan.It has a capacity of cooling the room at a fast paceand making the people comfortable but not cold.
Its fixed and stationary and cant be moved,
A pedestal fan is a fan that is standing on the floor and its movable from one room to another.But it does not have that much power to cool a big area.
Now adays a ceiling fan or a pedestal fan are as expensive and so if you have a big room to cover then anyday a ceiling fan is better.

Ceiling fan is permanently fixed to the ceiling and controlled at a switch on the wall (like a light), a pedestal fan is a freestanding appliance and is plugged into a power outlet .

The main difference is the construction of motor. In ceiling fan, rotor is outside so that big fan blade can be mounted directly on the rotor , as for pedestal fan its rotor is inside the stator and fan blade is fixed on the shaft. Usually both are single phase induction motors.

The motor is the basic difference (one is single phase something - just i don't remember the technical functionality)
Next is Ceiling Fan rotates in clockwise and the other in anti clockwise direction.
Ceiling fan covers more area for circulating air than pedestal.

A ceiling fan is mounted on the ceiling and is not portable.
A pedestal fan is a portable fan on a stand ..may be short to stand on a table, or a long stand to stand on the floor.
