Lacquer will not stick to wax. The solvents in the lacquer will react with the wax and create an unknown finish. They may also dissolve the plastic and ruin the entire item.

If the plastic surface is currently waxed it should be possible to use an acrylic finish like Future to add a shiny surface. This is assuming it's an acrylic wax, not a paste wax which probably shouldn't be used on plastic. You don't say what type of surface this is. Is it a floor? A countertop? What kind of wear will it get?
Lacquering sounds like a bad idea. Besides potential incompatibility and wear issues the lacquer thinner is highly combustible.

Ruin. Lacquer solvents will dissolve the plastic.
If the plastic is faded, the best you can do is "Armour All" it. Siliconized wax product.

All answers are correct so far, but I am always curious.
Why would a plastic surface need to strictlty be "waxed"? Plastic is non porous.
"Lacquer" is so rarely used other than on fine furniture or Custom cars anymore.
The alternative, though perhaps a useless effort; might be to strip the wax, and apply Poly Eurethane.

no, it will take the wax off and possibly ruin the clearcoat
