I think you have it right. "Mentally Challenged". However, specific cases of mental handicap do indeed have unique names. Ex: [Cerebral palsy (only certain types), hypertrophied, autistic etc.]

That really depends on the specific illness at hand. Some people are challenged because of injury others due to a defect at birth. There is no "Universal" term for the mentally challenged. And the phrase most use "Retard" is very insulting and just hurtful. Some of the nicest and smartest people are mentally challenged. They just can not put what they are thinking into words. Did you know that some of our most famous pianoist and artist and yes professors were said to be "mentally challenged"? It is true. They escape their world of loneliness by using their talents in arts to communicate with us.

As you have mentioned it urself, such people are called mentally challenged people, term "retarded" is bit outdated and insulting also.
