TCU. They are actually one of the winningest programs over the last 10 years.
Also Auburn. They are in the top 3 in wins from the last 5 years.

After reading these folks answers I would have to say Florida is the most under rated team in college football. How do you blow out the concensus #1 and get the over rated tag? Boise wouldnt have made a bowl game last year if they played in the Big Ten Or the SEC. Consider tryng to keep a team healthy against the best defenses in the country as opposed to what for Boise. I do love the Boise state story and a victory over the big twelve champ is a huge acomplishment for a mid major type program and I hope to see them join a larger conference some time in the future. Take a look at troy this year and you will see a team who is challenging for the National championship by playing some of the SEC heavy hitters. I doubt they come out undefeated but at least if they do thier argument for being in the NCG will be justified. Wisconsin did do well last year and I think they are getting credit for it this year as the favorite for Big Ten champs. The problem for them is that in a year when they could have beaten Ohio State they didnt have them on thier schedule. So in conference the only way they could have gotten the big boy position would have been to beat mich. But that didnt happen. For next year the only real question for Wisconsin is can they replace Joe Thomas. I assume all legal matters will be settled and Ike will return which will give them a real defensive edge over any team they play. He is one of those guys that makes everyone around him look small and slow. All Im saying is the W-L record can be decieving if you consider the opponent that wisc beat in the cap one bowl in Arkansas. That team played 14 including the bowl. The four teams they lost to ended up being in the top five. They played 6 top 15 teams. Now if you could go back and make thier season opener against USC a gimme like southwest missouri state they would be an 11 win team.In fact they would have had the same regular season record as wisconsin who is in a conference that doesnt have a Championship game. W-L doesnt always tell the whole story. Now Im gonna give my real who was the most under rated team of the year. I know many will disagree but I pick Thug U Miami as the ones who had so much talent and didnt even get a whiff at the title. It had everything to do with the opening day brawl. They lost alot on that day. I know recruit rankings arent everything but they are a decent indicator of talent and this was a talent laden team that never really got to show its stuff amid the turmoil. I hope that program is back on track for this upcoming season. Over all this year I have Wisconsin in a BCS game and even Money to get into the NCG. So they are not underrated.

The most Underrated college program is the University of Lousiville. They had better numbers than Florida and got no respect from the other conferences and the new media because it is a "Basketball School". Louisville should have been playing in the national championship game instead of Florida. Wisconsin is an underrated program but Lousiville is more underrated. Wisconsin has the reputation of the Big 10 so it helps them out. Louisville, leaped from Conference USA to the Big East, and with the loss of teams such as Miami, Boston College, and Virginia Tech to the ACC, the respect of the Big East went with them.

You have to take into consideration that Wisconsin only played 1 top 25 team last year. Not including the bowl game.

Boise State.
Went undefeated last year when they actually play teams of their caliber. Unlike and over rated team liek Notre Dame.
The Broncs deserved a shot at the NC title more then the Gators, hands down, but they wouldn't have won it.

After last year, you could say Rutgers or maybe Boise State.
This coming year, look for South Florida!
