Ross (sometimes you can find some good deals), Susie's Deals AKA Five Dollar Store (AWESOME place!) and Factory-2-U.

Wal-mart, Kmart, Ross, TJ Maxx, AJ Wright, Steve&Barry. You can get everything from shoes, to underwear to casual clothes, to business clothes. I have shopped at all of them, regular price and clearance. At places like Ross, TJ Maxx and AJ Wright, you may need to give yourself time to go through all of the racks, but I've always found it to be worth it. I've gotten entire outfits for less than $20 (my friends say that I'm cheap, I'm just thrifty). You just have to look for the bargain. A word of advice about thrift stores, I used to work at one, and they aren't necessarily all that cheap. If anything looks to be in remotely good condition, they will put a $10 or more price tag on it. So keep that in mind. Good luck and happy shopping. Oh, and another great place is Gap outlet. You can get jeans for as low as $10 and t-shirts for $5 - $7. I stock up every year.
