Unless the acceleration itself is zero, such a situation is not possible. Remember, acceleration is the rate of change of velocity with respect to time and if it is non zero surely there will be a change observed in the velocity either in magnitude or in direction or in both.

Zero velocity?? The object is isolated, it has no speed or direction, the rest of the world is moving with a constant acceleration, the object remains stationary!
If the rest of the world is moving, the object is moving in relation to it...Or else: The object could become the infamous unmovable force, would that make the world the unstoppable object? or is it the other way around? since the object has zero velocity and is "accelerating" at 0m/s^2 it can't be stopped...Not because of its constant acceleration of 0 but because it is isolated! The rest of the world ceases to exist!
Or is it another way around....The object contains the rest of the world moving within it, but wait...All that movement within the object created to much heat inside the object the object finally explodes !

Such situation is possible during an infinitesimal time interval.
Consider an example when a ball is thrown precisely in the up direction. It continuously moves with a constant acceleration (which is -g). In the beginning it's acceleration and velocity are opposite directed. In the top point of the balls trajectory it's velocity turns into zero, but it's acceleration doesn't change. Then the ball continues to accelerate downwards and both it's velocity and acceleration are directed downwards.

besides to the different solutions you're able to even have consistent acceleration in say the X course with 0 velocity interior the Y or Z guidelines. Say a vehicle accelerating alongside a lifeless promptly horizontal street has no velocity sideways or upwards.

The only way to move with zero velocity is to be stationary. Every thing on earth is under constant gravitational acceleration and if is not moving it fits your criteria.You could to be picky and say the earth itself is moving in orbit around the sun, but everything is the universe is moving around something.

Consider a pendulum. If I remember physics correctly the following might answer your question. Of course, when I studied physics Kepler only had two laws of motion...anyway, I think this is correct:
As it swings it is constantly accelerating.
If you assign the lowest point on it's arc as the cartesian point (0,0), then the directional change as it swings to and fro cancels its velocity. Remember, velocity has to do with speed and change in direction (it's a vectoral property).
