Why did Fender move the truss rod adjustment off the head stock on the 1959 Strat then move it back?

Blues players such as SRV, John Mayer, Los Lonley Boys, etc. seem to prefer the Stratocasters with the truss rod hole missing on the headstock. If this neck is better then why did Fender move the adjustment hole back to the headstock.
