First scrape as much of it off as you can with your fingernail. Then put it in the freezer. In a few hours, take it out, and firmly scrape what it left with a table knife.

Put blotter paper, a paper towel or a piece of a brown paper bag on the currency. Use an iron on low heat, repeat as necessary with clean paper. Check often to prevent scorching.
